Former Troy Man Bound Over in Murder Solicitation Case

A former Troy man has been bound over to Doniphan County District Court on a charge of criminal solicitation to commit murder.
Following his preliminary hearing, 49-year-old Franklin “ Kevin” Hubbard of Griffen, Georgia was also recently bound over on four counts of felony criminal threat and one count of felony criminal stalking.
Arraignment is set for July 11th before District Judge John Weingart
Hubbard was originally charged with 22 counts involving criminal threats against 7 individuals, allegedly made by text messages and telephone calls.
He is accused of soliciting to kill Rhonda Boyle of Troy.
Following the hearing,16 counts against him—including four felony counts and 12 misdemeanor counts-- were dismissed.
He remains in the Doniphan County Jail.
