(KNZA)--The Horton City Commission has adopted a revenue-neutral 2027 budget.

The commission approved the budget unanimously Tuesday following a public hearing.

The budget carries an estimated tax rate of 42-point-558 mills, the revenue-neutral rate and about two mills lower than this year.

Commissioners had considered a one-mill increase that would have generated nearly 11-thousand dollars in additional revenue, but ultimately approved the revenue-neutral budget.

Before the vote, commissioners approved a resolution allowing the city to exceed the revenue-neutral rate, with Commissioner Avery Thornton voting no. Several residents voiced concerns about the proposed increase. City officials said the county sent out tax paperwork showing the proposed rate before the city completed its budget workshops.

Mayor Bryan Stirton said the commission has not raised the mill levy during his time on the commission.
