Hiawatha commission tables development, dispatch agreements

(KNZA)-- The Hiawatha City Commission has tabled two proposed agreements for two weeks to allow more time for negotiations.

Monday evening, commissioners tabled a new development agreement for the Villas of Beautiful Maples duplex project and a proposed dispatch services agreement with Brown County.

City Administrator Brad Scott and commissioners have concerns about several provisions in the development agreement and want more details before approving it.

Developer Michael Webb, who joined the meeting by Zoom, said he's willing to work toward an agreement that satisfies both sides.

The commission previously voted to move the duplex project to vacant lots in the city following opposition to the original site west of Bruning Park.

Commissioners also questioned the cost of Brown County's dispatch proposal, which would charge Hiawatha $125,000 a year, with annual increases of 2.75 percent. The city would owe half the cost this year.

Scott and commissioners would prefer the dispatch agreement begin in January because the expense wasn't included in the city's 2026 budget.

Commissioner Brian Shefferd noted Sabetha pays Nemaha County $88,000 a year for dispatch services, while Horton has offered to provide the service for an estimated $75,000 to $85,000 annually.

However, Commissioner Laura Tollefson expressed concerns about using Horton, saying their dispatchers aren't familiar with Hiawatha and she believes dispatch services should remain in the city.
