Noise Ordinance Discussed at Falls City Council Meeting

(KLZA)-- Rick Lemerond appeared before the Falls City Council Monday night to request development of a noise ordinance to coincide with the disturbing the peace ordinance.

Lemerond owns a building in the 1500 block of Harlan Street in which two times this summer, once in June and once in August kids in a band were practicing. Each time a neighboring property owner called the police complaining about the noise. A complaint was not signed in either instance.

Lemerond suggested a noise ordinance be developed. He said currently there is a gray area and how the interpretation goes could affect anything from a car with a loud radio to a business.

Police Chief Duane Armbruster said “Disturbing the Peace” is a tough judgement call. Armbruster said his department must have a complaint to take action. He noted that if a citation is issued, it is then up to a judge to decide the outcome.

The Council tabled action on the request.

The Council also voted to approve an Employee Handbook designed to provide City employees with information about working conditions, benefits and policies affecting their employment.
