(KLZA)-- Since the flood of 2011 endangered the water well field at Rulo that serves Falls City and much of the surrounding area through water sold to the Rural Water District, plans have been to dig new water wells and make improvements to the water plant south of Rulo.
After fighting through miles of red tape and regulations, rejecting bids and re-bidding, Falls City Council members approved bids for both projects Monday night.
The bid to drill a new, horizontal collector water well was awarded to Layne Heavy Civil Inc. for $2,196,412. It was the only bid received for the drilling project. The bid for water treatment plant improvements was awarded to the low bidder, Building Crafts, Inc. at a cost of $2,298,000. Three bids were received. Councilman Don Ferguson asked about the second low bid from AHRS Construction of Bern, Kansas which was just over $23,000 higher. He suggested it might be worth considering the extra money to go with a local contractor that has constructed a substantial number of major projects in the area.
Utility Superintendent Alan Romine said that due to the funding mechanism for the project, it would most likely require acceptance of the low bid.
