Sewer Foam a Concern for Pawnee City Council

(KTNC) - The Pawnee City Council approved the final reading of an amended truck route ordinance Monday night. 
 The amended ordinance prohibits trucks towing trailers from being driven on city streets other than the designated truck route, unless they are making a delivery.
 The council discussed a compliance issue at the new sewer plant.  The issue occurred in late December and January, when an excessive amount of foam and sediment was found in the oxidation ditch at the sewer plant. 
 Samples sent to the state for testing found excessive plant fibers in the foam – though the source of the fiber is as yet unknown.  Shop Foreman Clint Johnson explains.   (play audio  :40)
 Johnson says they’ve ruled out C-J Foods as the source of the problem.  He says they may send a sample of the foam to a lab for DNA testing to try and determine the source.
 On a separate issue, Johnson told the council that the city should update its ordinance regarding limits for anyone using the city’s sewer system.  The ordinance is now based on the old sewer plant design, and he suggests changing it to coincide with the way the new plant is designed.
  In other business, the Pawnee City Council reviewed a letter the city sent to horse owners and riders regarding complaints about horse manure left on city streets – especially in the downtown area. 
 A city ordinance requires animal owners to clean up the animal’s waste on public property.  The letter informs horse owners that the Sheriff’s Department has been instructed to begin issuing tickets for violations of the ordinance. 
 Fines for violating the ordinance range from $10 for a first offense to $50 for three or more over a two-year period.
 And the city council approved a proclamation declaring April 14 through 20 as National Library Week.
