(MSC News)--The KBI is asking for assistance in an effort to locate a missing child.
Lana-Leigh Bailey is an 18 month old female toddler, 2 feet tall and weighing 30 pounds. She has light brown hair and blue eyes, and was last seen on May 1st in Olathe, Kansas on her way to rural Franklin county with her mother, Kaylie Bailey. They were traveling in a black 2007 Toyota 4 door Corolla bearing Kansas Tag 618DAA, with a tag on the front saying ‘Shawna’s toy’ and duct tape on passenger side mirror.
Franklin county authorities Wednesday made a positive identification that one of three bodies found at a rural Ottawa, Kansas residence was Kaylie Bailey.
A suspect is in custody and Kaylie’s vehicle has been recovered in Emporia, but the child is still missing.

The KBI has been receiving numerous questions regarding the use of the AMBER Alert system in the case. They have responded to those questions:
We have received inquiries regarding the timing of the request for assistance and why a full AMBER alert was not issued. The KBI received the request for an AMBER alert by fax at 3:43 p.m. on May 8th, 2013 from the Franklin county Sheriff’s office. The media release was prepared and issued at 3:57 p.m., approximately 14 minutes later.
A full AMBER alert was not issued primarily for two reasons:
The media had been actively following the case for several days now and the information, including pictures of the missing child, have been widely circulated.
Utilizing the Emergency Alert System (EAS) at this point to interrupt broadcasts by the media would not enhance coverage and be an improper taking of private property given the delayed request.
Other than not utilizing the EAS system to interrupt broadcasts, all aspects of an AMBER alert are being utilized.
